No, the Q7 is the least reliable. Since on-average, Audi was #4 , I can't imagine that the Q7 is that troublesome...but it is a new model, which typically have more problems until they are a few years in production. I am sure the CR liked the Q7 when they road tested it, but that was probably too early to have any actual owner reliability history on it.

The first model of the current generation Q7 impressed the CR testers last year. They said, "...Audi's luxury three-row SUV is an impressive vehicle, and among the best we've ever tested." Since the all new Q7 was new last year CR put it in honorable mention instead. It's highly unlikely one year later, and without major changes, the Q7 becomes the least reliable vehicle within the Audi brand. If I recall correctly CR bashed the Audi A3 last year.
